The Coingate scandal may just remain a mystery. The Ohio inspector generalai??i??s office has failed to execute its legally required duties while preparing the (much anticipated) report on the scandal at the Bureau of Workersai??i?? Compensation. The Ohio State law indicates that if mismanagement is found by the inspector general, then the report shall identify who is responsible. The Coingate report is a compilation of criminal matters, legislative reforms, and changes to the bureauai??i??s operations, rather than mismanagement ai??i?? although that is the undoubted cause of Coingate.

The report claims that there were gaps in oversight which led to the widespread corruption of the system. It goes on to list various management deficiencies found by outside studies, in regards to the scandal.

The state auditorai??i??s special audit in 2005 states that the bureau officials breached policies by investing $50 million with Tom Noe (Republican fundraiser), who stole millions of dollars, and laundered it via various campaign contributions. It also notes that the officials bypassed the typical contract process for Noe and failed to check on his investments. For unknown reasons, Noe was never interviewed regarding these matters.

The inspector general gave a huge pass to the Republican state officials in this case ai??i?? and for this reason, the public is still at a loss for one of the largest scandals in Ohio legislative history.
